The Job
Nooks is searching for Security Professionals passionate about the evolution of the Industrial Security Community and the Nooks Director of Security is selecting a multidisciplinary Industrial Security Professional to lead the Nooks El Segundo, CA Security Team.
This is a multidisciplinary industrial security and business operations position for a Security Manager to support customers at all classification levels. Nooks El Segundo is a brand new facility and the selectee will be responsible for implementing the construction security plan, leading the final accreditation process, and bringing security operations at Nooks El Segundo to life. A competitve candidate has deomstrated experience in construction security, identifying and hiring qualified candidtaes, and security operations management. As the senior security expert and security manager on site, the ideal candidate has formerly excelled as a Contractor Program Security Officer; Program Security Officer (PSO) or Program Security Representative (PSR); and will select and lead a high performing security team. This position offers the uncommon opportunity to build a security team from the group up. Candidates will be customer-facing and must be able to deliver exceptional customer service as a Nooks ambassador. The selectee will provide onsite security services and customer services for NISPOM, SCI, and SAR programs. The selectee will directly participate in the evaluation and improvement of on-site security and business operations, policies, and technologies.
Eligibility Requirements:
- US Citizen
- Top Secret/SCI eligibility current within the past 6 years
- Meet special access eligibility requirements of DoDM 5205.07 Volume 2
- Be prepared to complete a polygraph
Competencies: 32 CFR Part 117 (NISPOM), NISPOM PERSEC, NISS, DISS, ICD 705, SCI PERSEC, SAR PERSEC. NISPOM, SCI, and SAR personnel and facility security management databases, security in depth strategy, Security Awareness Training Education (SATE), and security incident response/investigation/reporting. Additional compentence in personnel management, customer management, resourse and limited financial management.
General Responsibilities:
- Responsible for hiring, training, and oversee securrity team members
- Accountable to the Director of Security and the CEO for the overall effectiveness and success of security programs and protection of classified information at Nooks El Segundo.
- Exercise tact and discretion in handling sensitive information and situations
- Manage aspects of the National Industrial Security Program (NISP) security activities within the facility including visitor control, personnel security, and program security
- Provide/ verify initial security briefing to new employees and customers/ visitors and debriefings for employees/ customers under Nooks cognizance
- Manage Insider Threat awareness and training in accordance with NISPOM guidance
- Oversee and deliver Security Education and Training in accordance with DoD, Specific Customer and NISPOM guidance and requirements for cleared and non-cleared personnel
- Develop and Enforce standard operating procedures in accordance with the NISPOM
- Investigate and report all security violations as prescribed in the NISPOM
- Perform incident/adverse information reporting
- Oversee periodic self-inspections as directed by the NISPOM
- Prepare for and participate in DCSA facility security assessment
- Manage security related programs, i.e., DISS/NBIS, NISS, and SCI and SAP level databases
- Facilitate clear oral and written guidance to diverse audiences
- Provide classified Information management
- Oversee the installation, configuration, and implementation of Intrusion Detection Systems and Access Control Systems
- Perform program security administrative tasks and duties i.e. filing, updating logs/lists, supplies, coordination with internal and external customers
- Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation.
- Review prime and subcontract DD 254s. Implement required security controls as prescribed in the DD254, SOW, and SCG.
- Review and verify personnel security clearances and SAP/SCI accesses through queries to government security databases and systems (JADE, DISS, SIMS, SCATTERED CASTLES or similar data base)
- Perform initial access eligibility determinations and create PARs and SCI nominations
- Generate and/or review Program Access Request (PAR) packages.
- Ensure all classified materials are marked and controlled in accordance with contractual requirements.
- Implement security classification guidance.
- Implement required security controls as prescribed in the DD254, SOW, and SCG
- Enforce various security policies including tStandard Operating Procedures (SOP), transportation plans, OPSEC plans, and Program Protection Implementation Plans (PPIP).
- Oversee security violation analyses, investigations, and resolve classified security issues- deliver findings to executive leadership and USG security agencies.
- Liaise with government agency representatives, external customers, contractors, executives, employees, and managers.
- Maintain awareness of Fixed Facility Checklists and recommend changes based on observed changes in the physical status of the facility
- Provide necessary information to Information System Security Team and Information Technology Team for the implementation and maintenance of classified systems accredited under the RMF
- Participate in the planning for new classified systems and use of new technologies with Information Security Team and assist with the System Security Plan
